That's why I got AS 3, Photoshop, and ImageReady.
I think VirtualDub, which is free, does it also. C:

And no, I don't use that.
I have a friend who caps scenes out and makes them into an animation and then I make them into icons with Animation Shop 3.
I still have to figure it out for myself in ImageReady though.
